David Victor comments on U.S.-Canadian energy policy in 2009
in the news: Canadian Business on January 26, 2009David Victor says a carbon fuel standard is likely under the Obama administration. This poses a market challenge for oilsands producers such as Canada's Alberta province. Oilsands are more CO2 intensive than conventional crude oil.
