David Victor in Newsweek: climate policy leadership should start at home
Op-ed: Newsweek International on February 14, 2009David Victor pinpoints some of the challenges ahead for the new Obama administration with respect to a coherent, national climate change policy. It will be tough to make Copenhagen successful if the U.S. lacks a national strategy to show off.
