Lieutenant Colonel (LTC) J.B. Vowell is a visiting scholar at CISAC representing the U.S. Army. He was commissioned as a Second Lieutenant in the Infantry in August 1991. He was assigned to the 82d Airborne Division where he served as Rifle Platoon Leader, Company Executive Officer, and Battalion S3 Air. While at the 82d Airborne Division, he deployed to Operation Hurricane Andrew Relief in 1992 and for six months to the Multinational Force and Observers (MFO) in Sinai, Egypt, in 1995.
LTC Vowell was assigned to the 25th Infantry Division in 2004, serving first as the Chief of Plans, Combined Joint Task Force 76, Bagram, Afghanistan in support of Operation Enduring Freedom V. Upon redeployment, he then served as the Chief of Plans, 25th Infantry Division, Schofield Barracks, Hawaii. He served as the Brigade Operations Officer (S3) and deployed with the brigade to Kirkuk, Iraq in support of Operation Iraqi Freedom 06-08. LTC Vowell next served the brigade as the Executive Officer (XO) and Deputy Commander (DCO) in 3IBCT, 25th ID until December, 2008.
LTC Vowell has also served as the commander of 2d battalion, 327th Infantry in the 1st Brigade Combat Team, 101st Airborne Division, Fort Campbell, KY. During this 2.5 year command, LTC Vowell trained and deployed his Infantry Task Force to Kunar and Nangarhar provinces in support of Operation Enduring Freedom XI in Afghanistan. During this year-long deployment, LTC Vowell and his task force of over 1000 men and women were deployed along the Pakistan-Afghanistan border, dealing with local, national and international issues at the tactical, operational and strategic levels of policy and diplomacy.
Upon redeployment and changing command, LTC Vowell was selected to be the G3/5/7 for the 101st Airborne Division (Air Assault), serving as the Commanding Generals’ Operations Officer responsible for developing and implementing the division’s training strategy and support for deployments to four infantry brigade combat teams, 2 combat aviation brigades, and a sustainment brigade. During this challenging year-long assignment, LTC Vowell was selected by the Chief of Staff for a year-long appointment at CISAC. Additionally, LTC Vowell was selected to command 3rd Brigade Combat Team, 101st Airborne Division (Air Assault), upon completion of duties at Stanford University in the summer of 2013.
LTC Vowell’s military and civilian education includes the Infantry Officer Basic and Advanced Courses, the United States Army Command and General Staff College and the School of Advanced Military Studies. He holds a Bachelor of Science degree (Biology) from the University of Alabama and a Master of Science degree in Human Resources Management from Troy State University and a Masters of Arts in Theater Operations from the U.S. Army Command and General Staff College.
