Wolak working on design and implementation of California’s cap-and-trade market

Frank Wolak was appointed to the Emissions Market Assessment Committee (EMAC) of the California Air Resources Board.  EMAC is a four-member independent market advisory committee that provides expert analysis and advice on the Cap-and-Trade market design, operation, and monitoring.  California Assembly Bill 32, The Global Warming Solutions Act of 2006, established a greenhouse gas emissions Cap-and-Trade market for all emissions associated with energy consumed in California.   The EMAC held public meeting at the headquarters of the California Air Resources Board (ARB) on September 24. The meeting was convened to allow stakeholders the opportunity to discuss Cap-and-Trade market issues of concern with EMAC members in advance of the start of the market on January 1, 2013.
