Jon Lindsay is a Research Fellow at the University of California Institute on Global Conflict and Cooperation (IGCC) in La Jolla, where he is a member of the Project on the Study of Innovation and Technology in China. He earned his Ph.D. in political science at the Massachusetts Institute of Technology. He also holds an M.S. in computer science and a B.S. in Symbolic Systems from Stanford University. He has served in the U.S. Navy in Europe, Latin America, and the Middle East.

Tim Junio is a predoctoral fellow at CISAC and doctoral candidate of political science at the University of Pennsylvania. His dissertation focuses on cyber warfare strategy. Tim also holds an MA from Johns Hopkins University’s School of Advanced International Studies (SAIS). Junio has worked on cyber security strategy and analysis for the Office of the Secretary of Defense, RAND Corporation, and the US Intelligence community. In his spare time, Tim develops new cyber capabilities at the Defense Advanced Research Projects Agency (DARPA).
